That is what they are saying. All the infrastructure is in place so it is folly to think the Oil Companies are not going to use what they have already invested in.

The main reason for oil dropping is the Cartel nations are pushing cheap oil so we
stop drilling. Even if it means paying more I think we should keep going produce
enought oil build refineries and to hell with greenies saying no then cut the Middle
East off and buy nothing from them until they smarten up. We should not just give
in to a crowd of people who have a belief system that may have nothing to do with

That is their intent but oil has to go below $30 a barrel before Canada even considers backing off. The infrastructure is in place already.
OPEC is just going to have to deal with it.
