From what the article said, they did it if the girls were being stubborn.

So first thought was "oh, stubborn as a goat"...

But agreed, still fuckin' weird.
Thank god they weren't being featherbrained - nobody wants to be lashed to an irate goose all day.

seriously who ties a kid to a goat? I don't think EITHER of them would be happy about it. Goat's probably wondering "Ok, she might be a bit of a bitch but what the hell did -I- do?"

Wow. The orphanage my dad grew up in would shop the kids out to local farms as labour but I sure didn't hear any stories about them being tied to livestock. That's fucked up on a couple of levels.
