Mayor Sam Katz:

"It's time for us to face our problems"

Whats happening:

$500 000 from the province

Winnipeg Police's stolen-auto unit will double in zie

Mobile license-plate reader will spot stolen cars electronically.

Manitoba and Premiere Gary Doer are lobbying Ottawa for:

A change in the criminal code that would make auto-theft an independent crime as of right now stealing a car is just a charge of "theft of item over $5000.

They are also lobbying for changes in the Youth Criminal Justice Act, mainly better rules on bail so kids don't get automatic bail.

Boy we treat our youth way to well.

Any Winnipegger knows you can have your care stolen in 5 minutes if its unlocked.

And we have had 4 pedestrians run over in Winnipeg by kids joy-riding.

This is getting huge now, and people are beggining to hate the YCJA...

A recent story here in the Kawarthas covered two Winnipeg joyriders of 13 and 16. The thirteen year old had numerous previous arrests and was allowed to prey on the citizens there basically because he was a kid. Kids are nice but a lot of them aren't. The Youth Criminal Justice Act replaced the Young Offenders Act and the jackasses in Ottawa still don't have it right. For Pete's sakes, if you're retarded, don't run for parliament and to all you goomers out there- don't vote for people that seem to have putty in their ears! Kids with records should automatically be shifted to adult court. You don't allow your citizens to preyed on by those who have demonstrated an eager willingness to do so.

Anyone under 11 years old shouldn't bee thrown in prison IMO.

But the 12-17 crowd, if they do a repeat offense, should be sent to adult court.

Put them into a juvinille facility till there 21!

The big thing is accountability. Seconded by public safety. A lot of kids are B/E'ers. A crime more than any other that is associated with rape. That's serious. Give a kid a first chance. That's the least that's expected. If he's back again, he's got issues. And so does the community he's located in.

Those kids are under their parents responsibility till they're 18. Make the parents pay for he damage and if they can't pay throw them in jail. Poverty is NOT an excuse. Parents must be parents no matter what their lot in life.
Oh and throw out the young offenders act and replace it with something that will actually have teeth. Right now it's a free ticket.
