What I do trust is the banks would print up some money in that amount and charge Canada a few billion to do it, . . . plus interest.

Does all the hard data give real scientists a shot at predicting the weather with a high degree of accuracy??
Big changes would me Mongolia getting enough yearly rain to be a bread basket for all of Asia and India so they were also exporting food. Small changes could be building more ski resorts rather than huts on the beaches and Canada going from above the ground crops to plants that have their produce below ground level. (making us importers of wheat)

Money is still spent but it is in useful ways instead of wasted except for stock dividends and they are at an all time high along with unemployment.
