It is a cyclical event that is experienced periodically and has no particular pattern to it. The last drought event the globe experinced was in the late 1920's when America saw the "Dust Bowl.

That is not exactly true. There have been a number of similar droughts since that time, however, improved agricultural practices lessened the impact of those droughts. That is not to say that the "Dust Bowl" of the Great Depression was not a major event, but it was not unique. People tend not to notice droughts if there are no spectacular climatic events, especially given the fact that most Canadians and Americans now live in cities and are not connected to the land.
