If buddy doesn't like the company or policies, that's his tough sh*t... He can always look at solar or get a portable generator.
The bottom line is this, the company is a service provider - IF you wish to consume their product/service, then understand that they make the rules.
A utilities company is not a free enterprise service provider. Its shareholders are the public. Under our law a public utility is controlled by government and must do as it is told. Canada is not the US, and we do not have to be controlled by utilities and other companies like Americans are. If executives in charge of public utilities wish to keep their jobs and pensions they are required, like all other employees, to do what they are told. They do not make the rules.
