We've been successful for about five years in keeping needle shooters on the move. Eternal vigilance is key. Needle shooters have to be run out of residential neighborhoods in order to prevent them from committing property crimes to raise sufficient money for their next fix. We just refuse to be the livestock on which dopers feed.
