Is it possible at reasonable cost to transform previously unsafe substances like coal and asbestos to useful products that can be worked with and used safely?

Sure, coal fired plants emit CO2 and ash is a waste product. Feed some local greenhouses with the CO2 and emissions are lowered is they are even a 'pollutant' at the levels a new plant emits.
Sure, asbestos could be pressed into a sheet on-site, woven into a cloth that is used by the roll or custom cut pieces, such as under the ballast rock for a railway that is crossing swampy areas or tundra and insulation is also needed. Exporting raw asbestos to places that haven't banned it yet is the only solution 'Canada' seems to have come up with so far. Bad, Canada, bad.
It is also possible to make an almost unbreakable plastic by using hemp instead of oil, anyone wonder why we don't go that route??
We could also created a 'R-40 foam igloo' for the far north that would last 50 years with zero maintenance once the foundation is in.
We live in a world where the poorest quality of products is the demand by the 'owners' and the worst service is also a demand you are going to get excuses rather than cheap solutions. You have to deliver heating oil to each home but delivering water and taking away the sewage was given solutions that are always broken or leaking and both are known health hazards.
If the owners of the asbestos mines were required to use their own product in their businesses and homes you will get a safer product, one that would meet standards that would make it a desired product outside of the country as well.
If the foam used on the tower in London had some asbestos in the middle it would also have been fire-proof without losing any insulation qualities.
When you send a paper product (drywall) into an area that experiences 100% humidity for several months at a time and mold is known to start growing on any paper if it wet for longer than 3 days you have to expect test conditions to appear no matter what the residents do. That is criminal rather than just being on the wrong side of the stupid line. People capable of such acts are not going to stop on their own when people like the members on this board fully support the imbalance as long as they stay on the side that gets the most for the least amount of effort. For every 1,000 homes you end up with a new mold spore that even grows inside of the people that inhale it spores.

I find the ban on asbestos rather interesting considering the same potential health hazards exist with fiberglass and carbon fiber.
No but they are considered to be so. The presence of a sheet of asbestos to my knowledge doesn't pose any threat unless you put a drill or a saw to it.
The asbestos ban is only sensible.
People were dying mining it and making things out of it and installing it and living with it.
Neither carbon fibre or fibreglass are known carcinogens

Coal ash is acidic, it should be sold as a pesticide, applied late fall after the harvest.

Now that pressed panels are the only known safe way to handle it that should mean robots until the panel is 'on the truck' and then it is a valuable product. Same with coal, end its use now that we can burn it clean because it was a pollutant 300 years ago. We have some very stupid people trying to run/ruin the planet today as well as that far back.

Volcanic ash shreds the lungs to ribbons, same as asbestos fibers and you bleed to death if the ash/fiber doesn't suffocate you first.
