Any study, any ranking by the United Nations is to ba taken with a ton of salt.

This is the organization that puts Iran on the subcommittee on women's rights.
This is the organization that censures Israel but supports Zimbabwe.
This is the organization that allows thugs like Hugo Chavez contaminate its floor

Are there is nothing wrong with any of this. The nature of diplomacy is to keep people like Chavez and Iran talking. George W. Bush and Barack Obama are also hated, and they get to speak too.
Finally, I don't think "But that country does bad things too" is a proper difference for when one country gets censured. That's childish.
