Yep. One of my 'cousins' is a girl whose parents split. Mom ran away to the states to be with her new boyfriend (who didn't want the kid), and dad didn't want to raise her. It amazes me the way some parents can be.

Given how often children are abandoned all over the place these laws dont seem to be doing the trick.
