Toronto should start a new federal political party, the Party for Toronto Special Administrative Region (PTSAR), that would campaign to make Toronto administratively more autonomous from the rest of Canada with the Canadian Constitution recognizing this status. It could adopt its own Basic Law based on the International Convention on Civil and Political Rights and so free it from the separate-school system), unilaterally drop all intentional trade restrictions (and so free it to then negotiate broader trade agreements with the rest of Canada, the US, and other states around the world without the encumbrances of supply-management and Canadian protectionism), drop official bilingualism and adopt just one official language to save money on that front, and eliminate the minimum wage and rent ceilings and Canadian-Content rules and restrictions on foreign telecom ownership among other things.
The City of Toronto could pay the Canadian Government some money for defense spending. Even if Canada allowed Toronto to adopt its own currency, Toronto would probably still benefit from either keeping the Canadian dollar or adopting the US dollar. It could create its own currency too I suppose, but that could have its own disadvantages, bearing in mind a gold currency could possibly make up for that disadvantage by making it more resistant to inflation.
With that, Toronto could more easily avoid trade wars with other states and Torontonians would have easy access to US food tariff-free. Torontonians could also enjoy more choices in telcommunications services. A more open Toronto with much easier access to both US and Canadian markets (since Canadian farmers would still want to sell their food to Toronto I presume) would make Toronto a very attractive investment destination.
