This is so typical of neo-conservative politicians.
Fairness does not just mean sharing the tax burden equitably between rich and poor: what economists call “vertical equity.” There’s another kind of fairness, that also has to be taken into account. If it’s important to treat people in different circumstances differently -- ie the rich pay more tax than the poor -- it’s no less important to treat people in similar circumstances the same: what’s called “horizontal equity.” And, when it comes to couples, the tax law doesn’t.

Do you really think that the average mom forgoing $25,200 gross income for a $2,600 handout is a real incentive? A justified exercise in social engineering? At all a viable option?
Not really.
I wish it were doubled, or more, and based on income........but that's politics for you.
But 25K subtract daycare, a second vehicle, insurance, gas....lunch at Burger King.

btw, for the average family, after splitting the income, going single-income would represent a 33% loss in take home pay. that's a lot of whoppers.
I didn't see any mention of income splitting during today's conference other than pension splitting announced earlier. Did I miss the news?
