That is certainly one way to look at it Ocean Breeze and Ghandi is correct of course.
But !
So was Hobbes.
When Hobbes wrote "Leviathan" he describes a state of nature that makes man's life, nasty, brutish and short and so without security, without law and order, without the harsh discipline of the state then you will get what you see in New Orleans.
And so the Leviathan, the State is created to avoid a horrible state of nature that will make our lives nasty, brutish and short, and we willingly give up some of this anarchic freedom to the state in exchance for security to our persons.
And in positing this line of thought Hobbes gave every free thinker the idea that we have rights borne to us and it is for us to give some of it to the state for our security.
