Yes, however in the event of such corruption, it is highly likely his contribution to such corruption has caused either directly or indirectly, far more death and injuries than that which the Officer will even attempt to help with in his entire career.
Ultimatley...it would depend on the scale of corruption. If the officer had killed 10 corrupt men and saved one innocent child..well I think you see where I'm taking this.
Even if as you speculate, (s)he is a puppet for the wealthy...his/her concerns could lie with his/her family. Making a better life for them. Not glamourous, but indisputably noble.
