Liberals block opposition bid to bring Mark Norman before committee to testify

Mark Norman affair needs public inquiry, Scheer says

OTTAWA — Prime Minister Justin Trudeau must launch a public inquiry into the case of Vice-Admiral Mark Norman, Conservative Leader Andrew Scheer said Friday.
Speaking on Parliament Hill, Scheer said a full investigation is justified to examine how the military's former second-in-command came to be charged over alleged leaks of cabinet secrets about a shipbuilding contract.
The Opposition leader also said he has questions about Trudeau's role in launching the original leak investigation and whether the government behaved improperly in resisting the release of documents to Norman's lawyers.
"I call on Justin Trudeau to conduct a formal public inquiry into exactly how and why the RCMP were called in to investigate Vice-Admiral Mark Norman and to any other relevant issues surrounding this affair," Scheer said.
Norman faced one count of breach of trust, over an alleged attempt to undermine the federal cabinet's decision on buying a refitted supply ship for the navy from Quebec's Davie shipyard by slipping Davie confidential information.
The case collapsed last week after Crown prosecutors got new information from the defence that convinced them they stood no reasonable chance of landing a conviction — evidence apparently related to direction Norman received from the previous Conservative government about dealings with Davie.
On Thursday, the Liberal majority on the House of Commons defence committee rejected an opposition effort to start a committee investigation into the Norman affair, accusing the Conservatives of ignoring the facts in a bid to tar the governing party five months before an election.
Despite statements from prosecutors that the prime minister didn't put political pressure on them — Kathleen Roussel, the head of the federal prosecution service, sent an unusual statement to that effect after the case ended — Scheer alleged Friday that Trudeau interfered.
"His fingerprints have been on this from Day 1," Scheer said, adding that Norman deserves a personal apology from the prime minister.
At an event for Royal Military College graduates in Kingston, Ont., Gen. Jonathan Vance told CTV News that Trudeau played no role in suspending Norman before he was charged.
"The prime minister did not pressure me to suspend him, OK?" said the chief of the defence staff, Norman's only superior in the Canadian Armed Forces. "My decision, my decision alone because of the Code of Service Discipline and the Queen's Regulations and Orders. Not the prime minister, not the minister, me. I own it."
The Tories will try to keep the issue alive when the House of Commons returns after a break week. On Friday, the party gave formal notice of a motion demanding the Prime Minister's Office release a 60-page memo on the case that Michael Wernick, the then-clerk of the Privy Council, sent Trudeau in October.

Calgarians fared better than Edmontonians, with Calgary seeing an 8.5 per cent increase and Edmonton a 10.6 per cent increase during that time period.

Canada as a whole saw a six per cent rise in consumer insolvency, and the difference between the provincial and national rate shows people are still struggling post-recession, says one expert.

"In Alberta, the consumer proposals are really taking off," he said. "It's more popular than bankruptcy … bankruptcy for us is usually a last resort."

Fryzuk said he doesn't see the increase in insolvency changing any time soon.

Teen who brawled with officer was defending himself, family says

The grade 10 student charged with assaulting a police officer speaks to Abdirahman Abdi Coalition member Dahabo Ahmed Omer. The teen cannot be identified as he is a minor facing charges.

The family of a high school student charged with assaulting an Ottawa police officer says the 15-year-old boy was defending himself.

Police officers were dispatched to Tillbury Park on Sherbourne Road to break up a fight Monday afternoon between female students from Notre Dame High School and nearby Nepean High School.

Ottawa police said the fight involved more than 40 youths. Videos shared on social media show several girls punching and kicking each other at the park before police intervene.

(That`s nice -nothing like good kick in the head to get the blood flowing! Never mind about concussions and detached retinas and such other possible injuries!!!!!)

The teen's family is angry that an officer zeroed in on the Grade 10 student, since he was not involved in the initial brawl that prompted the 911 call — and was in fact watching from afar, near his bike.

'My son is not a criminal' "He reacted out of fear," said the teen's aunt. "He had nothing to do with the fight. He's a minor. He's 15 years old. That officer had no right to question him and put his hands on him."

(But what is it that caused the cop to ignore 40 feuding girls and zero in on the guy???????)

Video footage shows the teen and the constable in the middle of a conversation when the constable touches the teen's right arm and appears to tap him on the chest.

The two begin to grapple, and the teen takes a few swings at the constable before the constable punches back. The constable is later filmed on top of the teen on the ground.

(The kid gets a touch on the arm and responds with punches? How “fearful” does the kid sound now?? Responding to a touch with punches sounds a LOT MORE LIKE ANGER and aggression!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!)

"Imagine in my place how you'd feel?" asked the boy's father. "My son is not a criminal that he needs to face this type of force. Does this officer have kids? Does he know how old my son is? He is not supposed to put his hands on my son."

(Oh dear- stupid father does not realize the cop may use such force as he deems necessary to compel a suspect to comply with orders!! Too bad LIE-berals do not teach that to our “new” Cdns!!!!!!!!!!!)

CBC News cannot name the teen because he is a minor facing charges, and therefore cannot identify his family members, either.

The teen also faces charges of causing a disturbance and theft.

In a letter to its members, the Ottawa Police Association initially said the patrol constable was "swarmed" and that his radio emergency button failed to work, putting his safety at risk.

However, Ottawa Police Chief Charles Bordeleau later wrote to the force that tests showed the officer's radio was functioning properly — but was turned off for several minutes at the time of the teen's arrest.

"We have spoken to the officer and he does not recall turning the radio off and on," Bordeleau wrote. "The reality of a dynamic scene and arrest, as seen on the video of the incident, may have contributed to the radio not being on."

The teen's family has lived in Canada for more than 13 years after fleeing South Sudan. His father said his son doesn't have a criminal record, and that he's respectful.

The coalition is advocating for the teen's suspension to be shortened and has been collecting video from students who witnessed the incident. They plan to share the videos with the teen's lawyer.

The family of a high school student charged with assaulting an Ottawa police officer says the 15-year-old boy was defending himself.

Police officers were dispatched to Tillbury Park on Sherbourne Road to break up a fight Monday afternoon between female students from Notre Dame High School and nearby Nepean High School.

Ottawa police said the fight involved more than 40 youths. Videos shared on social media show several girls punching and kicking each other at the park before police intervene.

(That`s nice -nothing like good kick in the head to get the blood flowing! Never mind about concussions and detached retinas and such other possible injuries!!!!!)

The teen's family is angry that an officer zeroed in on the Grade 10 student, since he was not involved in the initial brawl that prompted the 911 call — and was in fact watching from afar, near his bike.

Senate committee to call on Vice Adm. Norman, Sajjan and Vance to testify about Norman affair

The Senate’s national security and defence voted Tuesday to call Vice Adm. Mark Norman and Defence Minister Harjit Sajjan to testify about the legal case against the senior naval officer.

Senators voted 7 to 4 in favour of the motion by Conservative Senator Jean-Guy Dagenais.

Dagenais’s motion called for the committee to “examine and report on the circumstances that led the RCMP to lay” the criminal charge against Norman.

Norman had been charged with one count of breach of trust after the RCMP alleged he had promoted a plan by Davie Shipbuilding in Quebec to convert a commercial ship into a naval refuelling and supply vessel. The federal police force also alleged that Norman tipped off Davie in the fall of 2015 that the Liberal government was considering delaying the project which had been set in motion by the previous Conservative government.

The case against Norman collapsed May 8 because of new evidence. The naval officer, who entered a plea of not guilty, always maintained he had done nothing wrong.

The motion Tuesday noted that the committee would be authorized to call defence minister Sajjan as well as the Chief of the Defence Staff Gen. Jon Vance and other witnesses. The witness list has yet to be finalized. The committee would submit its report by no later than June 20, 2019.

Committee members acknowledged that Norman may decline to testify.

Sources say Norman’s legal team is examining a lawsuit against the federal government.

Norman has yet to return to National Defence headquarters in Ottawa and has declined to go into details about what his future plans are. Norman, who had been suspended by Vance in January 2017 after allegations from the RCMP, has said he wants to return to his job as vice chief of the defence staff.

After the decision by the Crown to stay the charge, the federal government stated it would pay Norman’s legal fees and Vance issued a statement about the naval officer noting he looked “forward to welcoming him back to work as soon as possible.” The statement did not discuss what position Norman would take over.

The Department of National Defence confirmed last week that Norman and Vance had an initial meeting. “The Chief of the Defence Staff and VAdm Norman met early this week and had a cordial discussion,” the Department of National Defence noted in a statement. “As discussions are ongoing, further information will be made available in due course.”

Prosecutors told the court that based on new evidence there was no likelihood of a conviction against Norman. It is unknown what that evidence was but sources say at least some of it is linked to information that the former Conservative government was behind the Davie deal and Norman was simply following their orders. During pre-trial hearings, Norman’s lawyers alleged that the Liberal government was politically interfering in the case. Government officials denied that was the case.
