OTTAWA -- A "bombshell" internal federal government document has triggered a new wave of accusations of government inaction in dealing with Vancouver's housing affordability crisis.
The document, leaked to the South China Morning Post, indicates the Canada Revenue Agency conducted only one successful global audit last year of the so-called "astronaut" millionaire immigrants who buy pricey homes and settle families in Metro Vancouver, but fail to report their worldwide taxable income.
The single overseas audit was one of 339 audits done by the CRA's Pacific Region that yielded a total of $14.4 million in recovered revenues and $1.3 million in fines.
The document is stamped "protected B" -- which indicates that the public disclosure of the report could cause "serious injury to an individual, organization or government," according to Public Works and Government Services Canada.
The Hong Kong newspaper quoted from a provocative slide presentation to B.C. Pacific Region agency staff last month that said the agency is now beefing up its resources to go after tax cheats, and especially the top 500 files of greatest concern in the city's overheated housing market.
The additional 85 full-time staff on the West Coast will target the "astronauts" as well as speculators who "flip" properties to obtain a quick profit, then fail to pay capital gains tax and sometimes don't pay the goods and services tax.
Some, according to the presentation, seek to avoid the GST by claiming the house is a "principal residence" and therefore exempt.
(This little dodge would be a LOT EASIER to stop if LIE-beral immigration judges would make honest efforts to actually TRACK the comings and goings of `landed immigrants` who actually happen to be using Cdn citizenship as a flag of convenience like Greek ship owners skirting marine LAW by registering their vessels in LIBERIA. Anybody remember the last war between Israel and Hezzbollah in Lebanon when FIFTY THOUSAND `Canadians-so called-suddenly appeared at the docks and DEMANDED `their` govt rescue them from the war zone! It cost 86 MILLION dollars to get these PRETEND Cdns back `home`. And LIE-berals consider it RACIST to ask just how many of those rescued were actual Cdn residents instead of foreign clowns with dual citizenship and carrying Cdn passports just in case things go sour and they have to leave their Middle Eastern HOME!
The quick sale is justified in a variety of ways, according to the slide presentation, including: "Dad tripped over a crack in the sidewalk in front of the house (bad omen)."
Another excuse for a quick-sell is a negative Feng Shui report -- a reference to the ancient Chinese philosophy of harmonizing people with their surrounding environment.
The slide show also presented a photo of a Vancouver mansion that sold for $5.8 million, over a caption saying the new owner had declared income so low he or she was able to claim the federal tax break intended for low-income Canadian workers.
(LIE-berals also consider it racist when Conservative appointed judges ask too many questions about bullshit stories being spun by immigrant frauds who only want to exploit US for fun and profit! There are NO votes and NO ethnic groups that LIE-berals will not seek to BUY!)
A CRA spokesman issued a statement Thursday saying the agency's efforts are not targeting specifically foreign buyers.
"The source of funds for the real estate purchases are not the focus of tax non-compliance," said Jeffrey Lansing.
He also noted that the agency's focus on domestic tax evasion and real estate flipping is taking precedence over failure to report offshore income because that's the area "where the risk of non-compliance was highest."
(This is govt style double speak telling us that foreigners are finding it QUITE EASY to get Cdn citizenship and then LAUNDER money brought in from their home lands by running it through the Cdn real estate market. In the 1970`s CBC did a documentary explaining how organized crime was getting into Cdn real estate market. Should we ask if CRA agents are AFRAID to target certain home buyers?)

A Vancouver academic called the report a "bombshell" that is certain to enrage many British Columbians frustrated that the agency didn't act sooner given evidence of tax evasion for years.
The Vancouver Sun reported last year that a study by University of B.C. geographer Dan Hiebert found that some homeowners in tony parts of the west side of Vancouver and Richmond were claiming to have income as low as people struggling to survive in Vancouver's poor Downtown Eastside.
A study by Vancouver mathematician Jens von Bergmann, formerly of The University of Calgary, published first in the South China Morning Post, had similar findings.
"This is a stunning failure on the part of the CRA," said Simon Fraser University professor Joshua Gordon, who recently completed a study on the impact of foreign investment in Metro Vancouver's housing affordability crisis.
"It represents gross negligence in this area, since questionable activity in this area has long been suspected."
(I say: "the `prof` has a nice way with understatement"! Fraud and fakery are RAMPANT-and CBC had the evidence in 1978!)
Gordon said the former Conservative government needs to take a considerable degree of blame because it "gutted" the agency's international audit division as part of its budget-balancing initiative.

New Democratic Party MP Kennedy Stewart was similarly enraged.
"This confirms the federal government is leaving local residents to the wolves when it comes to our housing market," said the MP for Burnaby South. "It confirms that we have lost control of a significant segment of our housing market to foreign buyers, many of whom appear to be cheating our tax system.
(I say Stewart offers up a nice sentiment-too bad his NDP is prepared to bankrupt the country with insane spending. Anybody remember Ontari-owe premier Bob Rae and his Rae Days? NDP dorks are less cunning than their LIE-beral counterparts but are just as willing to play up to immigrants and frauds!)
"Worse still, the government has known about this problem for years, failed to take the right actions, and what limited actions they have taken have badly failed. It is scandalous and the government needs to start treating this situation as the emergency it is."
Vancouver-Point Grey NDP MLA David Eby said the CRA has been asleep at the switch, failing to identify and penalize so-called low income owners of expensive houses that have avoided paying taxes.
The additional 85 auditors and support staff for tens of thousands of households that need this type of complex audit work is "grossly inadequate," said Eby, who has been a vocal critic of federal and provincial government action on the overheated Vancouver housing market.
(I say that staff would NOT be so inadequate if CRA had actually been ORDERED to take some strong action-nothing like a few jail sentences and the CONFISCATION of some costly homes-coupled with REVOCATION of Cdn citizenship and DEPORTATION to make thieves scurry for cover! But LIE-berals will have NONE of that! Our Brainless Boy Trudope is even going to GIVE BACK CDN citizenship to the leader of the Toronto 18 who PLANNED terror attacks on Cdns! Compared to that a little tax discrepancy is nothing-especially to LIE-berals!)
In a written statement, the B.C. government said it supports the CRA's efforts and is already sharing information, but did not respond to a Vancouver Sun question on whether it believed the CRA effort should be beefed up even further.
B.C. Finance Ministry spokesman Jamie Edwardson said Finance Minister Mike de Jong's raised the tax-evasion issue last month with Morneau, the federal finance minister.
(Yeah, they each want the OTHER to do the dirty work and lose the votes!)
That helped create a working group of federal, provincial and municipal officials examining this summer how to share more information to prevent further tax evasion in real estate, said Edwardson.
Also in a written statement, Vancouver Mayor Gregor Robertson said he hopes the working group will result in concrete steps to strengthen real estate market oversight and rein in the Vancouver housing market.

He said the CRA could use more resources to track, audit and enforce tax rules given the amount of money flowing into Metro Vancouver real estate.
"With unregulated, speculative global capital flowing into Metro Vancouver, we are seeing housing prices completely disconnected from local incomes," said Robertson.
The additional staff for the B.C. regional office include 50 income tax auditors, 20 GST auditors, and 15 "workload development officers" to assist them, according to the June presentation.
The document said only one B.C. audit was done in the fiscal year ending March 31, 2016, on worldwide income, involving a total of 172 hours of work. It generated just $26,722 in additional taxes, or $155 per hour of work, and resulted in a $10,664 fine.
Auditors spent more than 11,000 hours during the last fiscal year looking at 93 flips, uncovering $3.4 million in additional tax revenue or $306 per audit hour. The probes led to 36 fines totalling $883,325.
(I say no wonder these CRA Hogs are not catching crooks! Add $26,722 and $10,664 for a total of $37386.00-and divide THAT by 172 hours and you get $217.00 paid per hour and NOT $155.00. Are these people COMPETENT? Or just GROSSLY ENTITLED?)
CRA staff went after 20 instances of suspected capital gains tax evasion, generating $824,750 in tax revenue (or $297 an hour) and three fines totalling just under $30,000.
There were 225 files opened on suspected GST fraud, generating $10 million in additional revenues or $800 per audit hour.
In total auditors spent almost 27,000 hours on 339 files, generating $14.4 million ($537 an hour) and triggering $1.3 million in fines.
As of April 29, 2016 there were 40 audits underway on people allegedly failing to report worldwide income, with another 667 involving probes of possible dubious flips and alleged failures to report capital gains or pay the required GST.
The slide show says any additional enforcement work "will not address the major concerns" involved in the affordability issue, which it says is driven by broader dynamics relating to the forces of supply and demand.

Hoskins wrong about hospital closures

Health Minister Eric Hoskins denied the Liberals have closed any hospitals, but the the Ontario Health Coalition tells a much different story.
Health Minister Eric Hoskins got rather miffed with me Tuesday when I suggested his government was simply reinventing the wheel by closing hospitals on the one hand and offering $9 billion in this year’s budget to construct new ones.
In their nice glossy 2017 budget book, the Liberals claim the $9 billion will be used over the next 10 years to support “major hospital projects” across the province — in other words mega-hospitals — as part of their investments in “service transformation.”
(That’s code blue for gutting health care, most specifically community care, in the province.)
The budget book says 18 new mega-hospitals are under construction; another 16 in the planning process.
“I think you are thinking of the Conservatives who closed more than two dozen hospitals,” Hoskins told me, denying the Liberals have closed any hospitals.
“Name one hospital I’ve closed,” he said, his normal smooth delivery seemingly ruffled.
Natalie Mehra, executive director of the Ontario Health Coalition — who has been actively advocating against hospital closures for years — said the Liberals have closed the hospital in Shelburne, in Burk’s Falls and three hospitals (including the Finch campus at Jane and Finch) for the new Humber River Hospital.
She says the newly announced hospital in Niagara will replace five and in Windsor all existing community hospitals will be replaced with one hospital as well.
Perhaps Hoskins missed this, as well, but Branson Hospital (a campus of North York General hospital) is slated to close in June and a fight is on, led by Councillor James Pasternak, to keep it open.
“He’s absolutely wrong,” said Mehra.
Just a few minutes before he challenged me, Hoskins told a reporter from friendlier media that he’s working very hard to make sure services are maintained at community hospitals.

As for the hype around increasing operating budget funding to hospitals by 3% per year, Mehra said the reinvestment will only barely meet inflation (at 2%) after a “decade of hospital cuts” amounting to billions of dollars.
She says every advocate in the system feels at least 5% is needed just to try to keep pace.
“There is no money to restore services (from 10 years of cuts),” Mehra said. “What this means is that patients will remain lying on stretchers in hallways and frail seniors will continue to be kicked out of hospitals.
“All the suffering we’re seeing now will continue,” Mehra added.
And here I thought I heard Finance Minister Charles Sousa say — and more than once — that not only does the Liberal government have everyone covered, but the province has “strong universal health care.”
Mehra said the only bright spot in the budget is the new pharmacare program which will give free coverage for “all needed drugs” to everyone 24 and under — a costly manoeuvre (no doubt to win the 18+ vote) at up to $500 million a year.
The trouble is, the same extensive coverage is not being provided to “working people” from 25-65 years who are sick and require drugs — particularly cancer, Crohn’s disease and HIV drugs, she said.
Dr. Kulvinder Gill, a pediatrician and president of Concerned Ontario Doctors, agreed the 2017 budget will only create a “dent” in what’s required in health care.
“This is simply a drop in the bucket,” she said.
She said conspicuously absent was funding to front-line care, especially considering doctors are now in their fourth year without a contract and have been treated like dirt by the Kathleen Wynne Liberals.
Gill noted there are currently one million patients in the province without a family doctor.
“There were no details provided on how they intend to decrease the wait lists without funding doctors,” she added, noting several physicians have announced this week their intentions to leave the province.
“There was lots of smoke and mirrors, a lot of numbers thrown around,” she said. “Frankly after the gutting of the health-care system, cosmetic changes will not be enough.”
