Not at all. Not even close. Wynne giving Cisco $220,000,000 CASH to setup shop is a subsidy. To receive a tax credit you have to spend YOUR own money and hope you'll profit enough to get the credit which reduces the tax you pay.
No taxable income means no tax credit.
Yep, oil loses money all the time, what a risk that must be.

Why create a tax credit for an industry that doesn't need it?
I wouldn't give a credit to any of them, green or otherwise.

I think you should get none, same for oil, same for green energy or any other business for that matter.
Let the market decide.
