Spain's King Felipe VI had rocks, mud and stones thrown at him as he visited the province of Valencia.
Flash floods have killed 211 people, almost all of them in the Valencia province in the east of the country.
The King wanted to speak to the protesters but they told him he arrived days too late. They told the King that he and his government were warned about the floods but did nothing to prevent them.
The protesters also attacked the vehicle containing Prime Minister Pedro Sanchez.
