If he is hit with large cost of living and tax increases solely as a result of C02 issues its hard to see him sustaining sympathy for all the other environmental concerns.

Has this happened yet in BC? Do other areas of the globe with market adjusting practices towards greenhouse gases have such a myopic view of what a cleaner world is? The whole point about a pigovian tax is to make it hurt. It's not effective if it doesn't. Though with something like BC's shifting taxes, the hurt is offset, and consumers can make choices to eliminate the hurt and be better off with favorable tax regimes.

Clean rivers don't require a tax paid by Joe Sixpack. They require a change in attitudes, like most environmental problems.
