Be nice. Both Bill and SS made good points.

Treasure hunters should be able to keep a portion of the treasurer or get a finder's fee. Legal owners have a right to their property. If the salvage company didn't follow the rules they should face punitive measures.

But again, my question is, where does this leave the Inka who claim their own governorship? Some of these tribes do not even speak Spanish and certainly do not recognize Madrid or its claims as valid. For the courts to disregard them is utter garbage. The UN claims it recognizes and respects the rights of indigenous people but I have yet to see it stand up for the claims of Inkas, Arawaks, Mayans, or Uto-Aztecs. It's time to put all peoples on an equal legal footing.

They are conquered people and their voices are lost-as are the voices of the nations they murdered shortly before the Spanish arrived-look up the Chimú, Chincha, Cajamarca, Piura, Chancay, Chachapoya, Chincha, Chiribaya, Chucuito,Huaman Huilca, Ilo, Qotu Qotu, Pacacocha, Palli Marca, Piura, Sican, Tajaraca, Huaylas, Conchucos, Huamachuco, Rucanas, Chanka, Aymara nations, Ayabaca, Bracamoros, Huancabambas, Tallan culture, Huarco, Ichma, Parinacota, ****is, Chinchaycochas, Huarochiri, Kheswas, Tarmas, Paltas, Camanas and probably more.

The only Peruvians who don't speak at least some Spanish are women in rural communities not community leaders.

Note-Indigenous Peruvians have the same rights as all Peruvians.

Those @ the top when the Conquest happened are not in any way special no matter what some bleeding heart thinks-even today tribes smash & slaughter each other given half a chance.

Having been a collector of indigenous art from the Americas for decades now I have a special interest in pre-Inca people-the Inca were a particularly nasty bunch destroying countless priceless examples of stunning fabric and ceramic art that have been unmatched even today.

Do a quick search on remaining examples of pre-Inca fabric art to see what I mean.

The UN pipes-up only in select instances on this issue.... I believe that they understand that if they rattle their sabre too loud that those nations that have seen constant warring and land acquisition/loss of the hundreds (or thousands) of years of recorded history will step up and demand that the UN go to bat for them too.... Think about Europe and China's deep histories and the wasps nest that would have to be unraveled.
