You can't shut down the internet. You can create a second network and encourage people to join that mind you. But the internet technology is already out there.
Before the internet there were the BBS's, BBS's are still out there, one of my comp can still dial up and host a bulletin board..assuming I remembered the Sysop password for it.
Before that, there were CB radios..and there still are.
