That is pretty easy to accomplish as well as repealing anything the DC has done since it was created if that is what the public wants to be done. Getting the referendum votes to be counted correctly can be done using your tax account, even better would be your birth-certificate account and tie that in with health and pensions (higher ones given to people who voted many times between 16 and end of like at 90+ years.
Meshing all of them would be like encryption as a change in one would have to 'tally correctly' in all the other ones. A branding iron at a polling station might work if mark and location were linked to bar-codes and those tied into a database that shows your 'interaction' in real time so the count will be correct all the time.
