Yes, traffic disruptions may inconvenience businesses but most also deliver people to the the event which will spend some money as well. In my mind these factors are likely a wash. This leaves the money the government sunk into it in the first place as the only factor.Makes people forget that the government is wasting tax dollars. It is not much per person, per event. But when you add up all the events, it starts to make real money. And that does not include the costs that can't be quantified, like extra costs to businesses due to traffic disruptions.
Quite possible in the overall picture. However, this does nothing for the businesses that were taken to the cleaners.
