The people who passed the Patriot Act were negligent. Obama reauthorized the Patriot Act after its excesses were already known. The NDAA permits Americans to be arrested and held in indefinite detention without trial. Obama signed that legislation.

Yes, it is a sign of humility and character to apologize when things don't quite pan out as one had hoped. Still, thousands now have coverage and, as has been fully documented here, people's lives have been saved with more to come.
