Putin thinks he is getting away with it but he isn't.

The Eu is not going to just forgive and forget, even though Trump already has.

Russia will remain a rogue state until such time as they comply with the demands that have been imposed on them.

The eu only suffered because putin applied sanctions on the eu in response to u.s. sanctions on russia that the eu blindly went along with. Lacking a market eu farmers dumped produce in the streets and staged protests, some leaders got the message.
Germany suckles on gazprom pipes and nordstream2 is still progressing, the u.s. frantically harvests shale gaz to challenge the russian supply but getting it to the eu proved quite expensive.
The u.s. is as per usual a litte paranoid on russian acivities and afraid trumps' ego will get stroked by the kgb savvy russian and he'll sucuumb ceding much n' get little in return.

The Germans are "getting the idea" that the US can no longer be relied upon to be their ally. Germany is capable of projecting awesome power if they are sufficiently pressed.
