We didn't take them in because they were oppressed we took them in because the government needed bodies and then when the government got them they just dumped the Ukrainians on the prairies without any financial help. Before WW1....
Canadian Govt and the CPR sent agents to find educated, highly skilled food producers and builders physically capable of enduring the harsh environment and hostile Injuns.

Might be a start

Regardless of the price, that money was in late 1800's or early 1900's dollars... No credit back then and having to take a steamer across the Atlantic to Montreal, train to the West and then get a barren patch of land that needed to have the trees/stumps manually removed, de-rocked and tilled (by hand) before you could even think about planting a crop was not exactly the fantasy life that these folks dreamed of.

All of the above cost time and money, neither of which was in high supply to the immigrants back then..... As the saying goes, be very careful of what you wish for.

PS - You had to buy the mineral rights separately.
Syrian refugees haven't exactly lived the life of Riley.
