The man's name is Troy Hurtubise and the movie was directed by Peter Lynch for NFB.

Project Grizzly was shot by Tony Wannamaker CSC and is a career making credit for him - its probably his best film credit. The Gaffer was Rob Campbell, and the Key Grip was Diane Haggarty, and Tom Care and they shot 2/3 of the movie in North Bay Ontario.

The science here, which is something the movie did not go into very much, is the
manufacturing process required to measure the anatomy of the recipient and make a bulletproof suit that 'fits like a glove' and is able to withstand tremendous attacks including bomb attacks and yet still be cost effective to implement across an entire police force, or army corp. In truth Troy's suit was a bit of joke - it was more of a concept piece.
