I would also say that no foreign national in Canada should be allowed to buy any addictive product or service, be it a lottery ticket, alcohol, tobacco, etc. No proof of citizenship, no booze for you.
Actually, the German army faced a major problem with Pervitin (the brand name by which methamphetamine went). In fact, at the start of the war, the German army was prescribing the stuff to make its men into super-soldiers, not realising its addictive properties. They regretted it once their soldiers all started burning out mind you:
