I am unconvinced by that video.

With only five digits upon a normal hand, there are only a limited number of positions to which the fingers can conform.

Besides, I occasionally make that gesture, myself. Where I was brought up, that particular gesture has a very different meaning. When made to a speaker, that gesture indicates that I assess the content of his speech to be equivalent to the contents of a bull’s lower intestines.

There is also another usage of which I am aware, that indicates revenge: “Mess with the bull, you get the horns!”

Coincidental gestures happen all the time, a fact which I have known since Grade Five, when the teacher asked an easy question and I noticed that every student in the class gave her the Nazi salute.

Pat Robertson has said and done so many reprehensible things in his life, that I consider searching for any subliminal messages to be a waste of effort.
