Ontario Liberals to pay to not produce electicity

I saw this in the elevator that they will be paying wind turbine producers not to produce energy. I googled and all I got was this rather amusing letter/opinion piece. But the logic of this baffles me. It would not suprise me that to overcome the created shortfall we are buying more coal electicity from the states. Love Liberal logic.
