A member of our family had a broken gas meter replaced by Enbidge in March 2011. They finally got around to "adjusting" the bill 6 months later (Sept. 2011). They determined that the meter had stopped working in Sept 2009 (!). It took them 2 years to "solve" the problem and now they just mailed a bill for +$2,000 as they have estimated how much gas was used in the last 24 months.
Are there any rules about how far back they can go to "adjust" a bill? We have 23 monthly bills that said that there wasn't a problem before getting a 10 page one with dozens of "corrections". Any suggestions on where we can find information about this?
