If they have 10% of the wells that require cleanup that is what they should receive . That said the cleanup costs should have been reserved from the operating companies revenue and the cleanup done without government funding . Governments could and probably should hold said funds in trust and return after well cleanup is successfully completed .

All new wells do contribute to the Orphan well fund, we are talking about wells from the 50's-70's where the fund was not set up yet. In the article the Alberta Gov. said the orphan fund has been depleted and will top it back up with some of the Fed. money

30,000 plus in twenty odd years , the scale must be more enormous then I thought .

The biggest problem nobody is claiming the old wells as theirs due to multiple company take overs where the originators of these wells are long gone and buried. Much of these wells are Gas wells where they either played out or watered in and not worth reviving, victims of very low Gas pricing.
