No they didn't. Hemp oil is too thin and too waxy to take the heat.

The State Department Has rejected TransCanada's Bid For A Pause


Under presidential executive orders since 1968, authorization for cross-border pipelines has been delegated to the State Department. But Obama has long said the ultimate decision on Keystone XL would be his. The 36-inch northern leg of the proposed pipeline would carry diluted bitumen and synthetic crude oil from the tar sands deposits of Hardisty, Alberta, 1,179 miles to Steele City, Nebraska, where it would connect with the already finished southern leg of the pipeline, which runs to Port Arthur, Texas. Refineries there are especially configured to process heavy crude from the tar sands and other sources, such as Venezuela's oil deposits.
