Actually, probably most Quebec high school teachers couldn't speak English if their lives depended on it. Only in some municipalities like Montreal or Gatineau might most teachers know English.

yeah, seems the french are a 'special' case. But at least in their province, they speak their language. If they come to any other province, they'll suffer. Too bad for Quebec. Arrogance will get ya every time, eh?

Actually, I found that most of them do make the effort to learn English, and they usually do know English a little better than most English Canadians know French. Unfortunately though, it's still not enough for it to be of any practical use to them unless they belong to the small minority who happen to have had an opportunity and the resources or the aptitude to learn a difficult language like English well.

In fact, I'd say on average, they make more effort to learn a second language than most English Canadians do.

to my surprise when I returned to Canada, many Chinese in Canada who do not know English well often know more than one language nonetheless, often Cantonese, Korean, Japanese, or Russian for example due to their having lived abroad in another country before coming to Canada. A few never expected to move to Canada but then became entwined with Canada through family like if either they ended up marrying a Canadian or their parent or child ends up marrying a Canadian. In many cases, they are entrepreneurs who end up in Canada pretty much by happenstance.
