A high dollar does hurt Ontario industry, whereas a few years ago we had a trade surplus (though still had a net outflow of capital, a negative cash balance) today, even with inflated price of oil our trade balance (not to mention cash) has entered the red (the CBC no longer reports trade balance figures lulz). This indicates a lot of our oil industry has stock held by non-residents.

A lot of the oil industry is held by foreigners? Try almost all of it. One of the great tragedies of successive Canadian governments, both federal and provincial is that they have done their level best to hand over ownership of Canadian resources to foreign multinationals.
