Russia says passing of Magnitsky law causes 'irreparable damage' to Russia-Canada relations


The so-called Magnitsky Act, the Justice for Victims of Corrupt Foreign Officials Act or Bill S-226. It allows the Canadian government to impose sanctions and travel bans on foreign officials responsible for gross human rights violations.

"Canada has a strong reputation around the world as a country that holds clear and cherished democratic values and stands up for human rights," Minister of Foreign Affairs Chrystia Freeland said in a statement issued by Global Affairs Canada.

"This new law, which has received cross-partisan support in Parliament, is a clear demonstration that Canada takes any and all necessary measures to respond to gross violations of human rights and acts of significant foreign corruption," Freeland said in the statement.

The legislation was inspired by Russian lawyer Sergei Magnitsky, who died in 2009 in a Moscow prison after accusing Russian officials of a massive tax fraud scheme.

In a series of tweets Wednesday, the Russian Embassy in Canada called the bill's royal assent an "irrational act" causing "irreparable damage" to Canada-Russia relations.

When the bill unanimously passed in the House in early October, Russia threatened to retaliate.

Bill S-226 was introduced by Conservative Sen. Raynell Andreychuk in May 2016. The government of Canada announced its support in May 2017, but with added amendments.

I'm thinking about Trudeau's relationship with the Chinese and quietly pushing their takeover of Canada.


China is well known for being a Human Rights violator so we will have to watch and see if he includes them and not just Russia.....

Gez, so that means we not only won't allow Russian officials in but China, Cuba Iran, Saudi Arabia, Qatar including countries in the UN, (where, btw there are some of the most heinous countries in the world reside with their human rights atrocities that are completely ignored) by the world.


Yeah right! Makes it sound good but that's all it is - words. No actions will actually be taken as Trudeau seems to admire most of these countries. It's hypocritical and extremely disingenuous.

Man, I just about choked to death laughing at that statement. Oh yeah, we stand up for human rights by selling the Saudi's military equipment they use against Yemen. We buy oil we don't need from them. We treat our own Native people like absolute shit. And then there's Trudeau's constant sucking up to China.
Our govt sure talks a big game, but they only play that game with countries that have little to offer us in the way of trade.

He was quite correct. Canada has a sterling reputation for human rights.

Whether or not that reputation is deserved is another question.

It's all relative. When you compare us to countries like the US, Japan, Germany, or Britain, we only have the misstreatment of our own people to justify.

The widow and son of a Russian whistleblower, whose death in a Moscow prison has come to symbolize the growing chasm between the West and the Kremlin, said they came to Canada to thank the country for pushing ahead with legislation targeting corrupt foreign officials worldwide.

Last month, despite fierce opposition from Moscow, Canada became the fourth country to adopt human rights legislation inspired by Sergei Magnitsky, a Russian tax consultant who died in pre-trial detention eight years ago after helping to expose a giant tax-fraud scheme allegedly perpetrated by law enforcement officials in Russia. These same officials then charged Magnitsky with tax evasion.

"First of all, I would like to say thank you very much to everybody who took part in the creation of this law. We are very happy that it bears the name of Sergei Magnitsky and will always remain in the people's memory that way," Magnitsky's widow Natalia told CBC News' Diana Swain.

"I would like to also highlight that this law has global character. It's aimed at fighting corruption in all countries," she said through an interpreter.

Nikita Magnitsky said he was very proud of his late father for his actions and for standing up to corruption and that coming to Canada was "a good way to honour his memory."

The 16-year-old aspiring artist said he wanted to present Prime Minister Justin Trudeau with a very personal gift, a still-life he had painted.

Conservative MP James Bezan, who was one of the co-sponsors of the legislation, said Magnitsky's widow and son, had been wanting to come to Canada to witness the vote but they were unable to arrange their visit in time.

"This is their chance to come now to pay their gratitude to Canadian parliamentarians who unanimously passed this Bill S-226 in both the House of Commons and the Senate," Bezan said in an interview.

"All politicians, of all stripes, stood up and were counted to support the Magnitsky family in the memory of Sergei, who was a freedom-fighter, who was a whistleblower and stood against corruption and stood for human rights."

The legislation, also known as Justice for Victims of Corrupt Foreign Officials Act, ensures Canada will never be used as a safe haven by those who abuse power and authority and try to hide their wealth in Canada, Bezan said.
