They do know what's best after all and no need for any of that discussion and debate thingy, just issue the decree via the press release you mentioned and we can all go along in our blissful ignorance
Just sneak the new rule in... say it was unanimous and the people want it. Simple.
In the event that sneaking it in doesn't work, you can always default to the Trudeau strategy and divert attention away from the issues by smacking around a few women that are close by.
