Is it really different values though? Or is it more a matter of 'what they have to deal with'? I mean, we hear people here in North America for example going on, ad nauseam sometimes, about how corrupt the police force is, but there are some places in the world where they literally are. Will break into your home, run an oppressive regime, etc. To me, they're born into that world and don't really have much in the way of choice when it comes to values in society.

No I know that but I don't think values plays a big role in some societies, because the option just isn't there. I think in many cases that's a privilege and it's one that we certainly enjoy but in some nations that isn't even on the horizon. It's not that they value people less, it's that they are so inured to it. It's part of their everyday lives.
