Look at the conditions today and the prisoners of today (and society as a whole) would see it as 'moderate' to say the least. If it is that casual for the 'hard-core' then petty crimes would be even 'less severe'. Treason and spies still get the same treatment as any CIA bloack prioson except they are heard from again.
