Smart way: About 3% of the 2-million strong workforce retires each year. Another 3.5% resign. So you put out the orders to executive agencies, and get Congress and the heads of independent regulatory agencies on board. The orders are: Do not replace retiring workers. Replace only half of resigning workers.

OK, now you're reducing the workforce by about 4.75% per year. In four years, you've reduced the workforce by 19%. You've also saved money, because the retirees tend to be the highest-paid due to their longevity. You've also given the agencies time and motivation to adjust, consolidate jobs, re-task, and automate. And you haven't caused any ill will.

But you also haven't showed people what a badass you are.

Interesting. Been recommended before. The question is could people transfer between departments without the unions getting in a snit over seniority? Would promotions etc be seniority or merit based?
