Section 1 of the Canadian Charter of Rights and Freedoms — the delimiting clause — means that the Parliament of Canada has the authority to enact laws that establish reasonable limits on rights and freedoms where it is "demonstrably justified in a free and democratic society." This clause is a defence of the supremacy of Parliament.
In your vexatious RV example, a municipal bylaw regulating the placement of vehicles has nothing to do with your constitutional freedoms as set out in the Charter. Section 1 would have no place or application in a discussion around whether the bylaw is valid.
