OTTAWA -- A majority of Canadians believe Prime Minister Stephen Harper was wrong to skip a recent, high-profile international AIDS conference in Toronto, according to a major new poll.

The Ipsos Reid survey, conducted for CanWest News Service and Global National, found 54 per cent of Canadians disapproved of Harper's decision not to attend the conference and delay a planned funding announcement because the issue had become "too politicized." Forty-three per cent supported the prime minister.

Resentment was highest in Quebec, where 61 per cent of those surveyed characterized Harper's actions as "the wrong thing to do."

The Quebec numbers come as bad news for the Tories, who need to improve their fortunes there to have a shot at majority government in the next election.

Recent polling shows residents there also have serious reservations about Harper's foreign policy, including a commitment to long-term deployment to Afghanistan and unabashed support of Israel in the Middle East conflict.

Ontario was similar to Quebec on the AIDS conference, while most Albertans (54 per cent) rallied behind their home-province prime minister and said he was right to avoid it.

Ipsos Reid senior vice president John Wright called the AIDS conference "a character issue" for Harper, and one with which his base seems to be with him.

"This really is an issue where, if you show up, you might get yelled down and probably will it means it's a lose-lose," Wright said of the conference. "So there's a constituency out there that is not against AIDS funding, but certainly against disrespect for the prime minister and don't see it as a winning situation."

Harper chose to tour the arctic rather than fly to Toronto, drawing fire from both conference delegates and opposition political parties. The Conservatives countered criticism by arguing the federal government was well represented by Health Minister Tony Clement.

Clement enraged attendees further by delaying the funding announcement, however, and was later quoted suggesting the gathering had been skewed by activists and "so-called experts." Some resorted to heckling the minister at a candlelight vigil in honour of different groups in society affected by the deadly virus.

Wright suggested despite weak support in Ontario and Quebec for the decision to skip the conference, the national spread suggests the issue may not hurt Harper too much in the long run.

"I always say that in order to get a majority government in this country, you need 43 per cent," he said. "So when a higher amount is with the side that you took, then you're doing not too badly."

The poll also found younger adults (62 per cent among those aged 18-34) and women (60 per cent) were much more likely to disagree with the prime minister's stance.

The survey of 1002 adult Canadians was conducted from Aug. 22-24, 2006. It is considered accurate to within 3.1 percentage points, 19 times out of 20.

I think he was right to skip it; based on all of the commentary, he was going to be insulted and treated like crap if he did go, so he just skipped a chance for a bunch of people to act stupid in an international forum.

Now they can act stupid because he didn't go. Big deal. Didn't our head of state go?

According to the SES poll this week only 1.3% of Canadians thought it an issue.

Should Steven Harper wear green bow ties. 53% of Canadans say no. 61% of quebecers say no. So what?

And yes she did.

AND the feds coughed up 4.5 million dollars for the conference in the first place.

Can you say "ungrateful"?

Her Excellency the Right Honourable Michaëlle Jean, C.C., C.M.M., C.O.M., C.D., the Governor General of Canada, as good of a job as she has done in her term, is only our head of state de facto; our head of state de jure is Her Majesty the Queen of Canada. No, our head of state didn't attend the conference—our governor general did.

Score a big one for Harper on ignoring attendance at Toronto's recent Aids conference. The chickens are roosting and the cows are home. Fully 137 of the international delegates to the conference have now filed refugee claims and mean to stay to hop on Canada's health and welfare express. Were conference organizers aware that this assault on Canadian sovereignty and the country's taxpayers was in the wings?
They better not have one of these meetings here again. Shame on all the attendees and speakers and planners for participating in an event geared to screw over its gullible host. Shame on the event's supporters.
This is what Canada gets for trying to do the 'right thing.' We've been had. And every Canadian should be damn mad about this shameless circus.

The delegate from Liberia cancelled her speech or went home, or something. Maybe applied for refugee status. Our gov-gen. wasen't good enough for her, so she took herself and left. How much did that cost Canada?

Mein Harper is probably of the opinion that, given enough time, aids will look after itself. Conference shmonference. Hope he never gets pricked by a dirty needle.......or needled by..................nah.

Wasen't he up North telling the Inuit that their land was our land?

It's just all so confusing.

Hope that's said tongue in cheek! Canada the country and Canada the nation have always been two wholly separate entities. The former is a wonderful, wonderful thing and the latter is a curse.

Mulroney has the first canadian prime minister to attend it and he got booed. Since then our prime ministers have opted out of attending starting with Chretien and now Harper. So, Harper's absence shouldn't be that surprising. I'd be willing to be that the majority of the Canadian public could care less as well.

And Canada has one of the better systems for supporting Poeple with Aids, Harper has better thigns to do with his time, He was Up north Visiting Other less thought about Canadians, I see no Problem with that. Aids, or Canadas seldom visted or talked about territoys...hmmmm He is the Prime Minsiter of Canada, Canada Comes first Aids, Hey important but he didnt get voted in because people want him to dytroy the aids epademic or be a spokes person for it. big deal.
