That isn't illegal. Only Summary and Indictable offences are considered "illegal' under the Criminal Code.

If the 'arrangement' was akin to room and board (ie renting a room with shared common facilities). Your friend has the direct ability to kick them out without ANY notice.

It wouldn't happen. Utilities want more than just an account number. If they tried to cut them off, they'd be back on the same day.
Its still considered a break and enter if you use keys. You dont have to physically damage anything to constitute a "break."
