It’s token posturing for optics, & you’re correct in that wealth is portable. We’ve seen it in Western Canada with the oil & gas industry reacting to Trudeau’s oppressive acts to throttle the industry as a whole. Take more golden eggs from the goose, & more, then try to kill the goose, then just borrow golden eggs from elsewhere ‘cuz budgets balance themselves....& we can replace the borrowed golden eggs in the future (with interest) from the goose that we killed?

Big Corporations in Canada have been moving off shore since the 2015 election see CNRL for an example moving their head quarters to Ireland, and they are an exclusive Canadian Resource company.

That's what happens when a government doesn't have the expertise (aka JT) in economics and/or business and how things work. When one is born with a silver spoon they have no clue what it takes to run a business much less an entire country. You would think they'd have access to said expertise but when ideology is more important, it usually plays a role thus economic failure.
