You would be surprised how many people don't know that the GPS on phones can be switched off by the user and when you get a phone, it is "on" by default.

lol...actually yes you are right, one of the students in adult education stole another's cell and the police could see the neighbourhood it tracked to

it is possible I guess that she was one who did not know or thought it would only track so far

So the first thing a thief would do is turn on GPS tracking? Everyone else is taking batteries out and who is to say the phone doesn't have a capacitor in it that leaves on component powered up no matter what.
