The Libyan government will not allow the FBI into Benghazi to arrest suspects for last year's deadly terror attack on the U.S. diplomatic mission, a top State Department official told a House panel on Wednesday.

Federal authorities have filed charges against suspects in connection with the September 11 attack on the mission and nearby CIA annex that killed Ambassador Christopher Stevens and three other Americans.

My understanding is that the FBI has no jurisdiction outside of the US. To make arrests outside the US they would need Interpol. Either that, or use one of their assassination teams.

The FBI has no legal standing on soil other than that controlled by the US. Would you want them up in Canada arresting Canadian citizens? There is a legal process to have those people detained if the the government of that nation wishes to cooperate.

It can request the arrest and extradition of suspects under the laws of the nation in which the person is resident, by the law enforcement agencies of those countries.. and under the protocols of extradition treaties that exist between the two countries.

Only Empires, or those that aspire to such, consider themselves above such International Law.
