If it is anything like roadbuilding in BC the government really doesnt have a clue what it will cost. Take your best guess, add a 50% contingency fund and hope it falls somewhere in there.

If they are smart, they will build lots of pullout areas where EVs can rest without disrupting traffic too much.

Every guess every government has ever given for every project has always been wrong. It will cost a lot but we need more roads to whatever. At this point a billion here or a billion there doesn't matter much. After all, our PM says budgets will balance themselves.

Normally what happens is a lowball budget to get it approved. Then, once the project is underway and contracts are signed, all the extras start coming up.
