They seem to have missed mentioning Portugal which has legalized all drugs.
And the other states that the author mentions are not relevant to the issue. They are individual States that had to work within a Federal Govt that is against legalization.
Trudeau is the leader of the Federal govt in Canada and what he say's goes, will happen. He doesn't have the baggage the American States have to deal with....
