A 55-year-old cyclist is accused of spraying dogs with an irritant at an Oshawa dog park.
A Oshawa man told police he was walking his two dogs at the off-leash park in the Harmony Valley Conservation Area on Saturday when a man riding a mountain bike approached, Durham Regional Police said.
The dog owner called for the cyclist to stop so he could hold his dogs, but the cyclist continued towards them and allegedly sprayed his dogs with an aerosol irritant, police said.
An investigation revealed two other incidents — on July 23 and Aug. 6 — believed to involve the same cyclist spraying dogs or threatening to spray dogs. police alleged.
Michael Ramsey of Clarington, is charged with uttering threats, mischief under $5,000, and causing pain, suffering or injury to an animal.

why would someone take uncontrollable dogs into an off leash park?

When my pups were still being trained, I used a 50 ft check cord. They did not get completely off leash until they learned the 'leave it' command from the dog obedience training school. My dogs have learned that walking on a leash and playing at an off leash area are not total free for all. There are rules and discipline that they are expected to abide by. When they are home, they get plenty of unstructured free for all play.

I would be embarrassed as hell if my dog was off leash and interfering with someone else's enjoyment of a shared park.

That's nice for you. Around here, the off-leash parks are for dogs, not bicycles.

Off-leash area rules
- Dogs must be on-leash in all public spaces in Calgary unless otherwise indicated by a posted sign that the area is an off-leash area. If a listed off-leash area and posted sign differs, the posted sign is considered correct.
- Dogs must be under their owner's control at all times. I
- In off-leash areas, this means dogs must be able to respond to their owner's voice, sound or visual commands. -This will help protect your dog from unforeseen hazards such as cars, unfriendly dogs or coyotes.
- In on-leash and off-leash areas, dog owners must pick up and properly dispose of their pet's feces. Dog owners are also required to carry a "suitable means" (e.g. plastic bag) for picking up their pet's feces.
- All parking lots are on-leash, including parking lots for designated off-leash areas.
- Dogs are not permitted within five meters of "No Dog Areas" whether a sign is posted or not.
- No dog areas include: play structures, school grounds, wading pool/swimming areas, sports fields, golf courses or cemeteries.Dogs may not interfere with, or obstruct, other pathway users
- Dogs may not interfere with, or obstruct, other pathway users.
- Dogs considered to be extremely aggressive must be muzzled, and harnessed or leashed.

Ya... I know what you mean. Imagine that.... Someone letting you off your leash so you can get close to a keyboard

The funniest part of this thread is reading the comments from the usual brain dead old fools none of whom know how to ride a bicycle or own a dog-IOW it's the same sad old garbage scrawled across the screen.

In Toronto, the off leash areas are completely fenced in. I can't think of one reason why anyone would need or want to bring a bicycle through the double gates into those areas ... unless they are just a complete a-s-s-hole and want to cause trouble.
