Canada’s new warships will be designed and built over 30 years — a period requiring the government and its contractor to foresee changes in the economy, the threats the country faces and improvements in naval technology if they are going to be successful, according to documents obtained by Postmedia News.'
The briefing documents provided to industry officials Tuesday noted that the warships would be built in “a complex environment.”
Those working on the project must “anticipate changes in economic conditions, in the threats and in technologies available and in structure of the Canadian defence and marine sectors,” the briefing pointed out. “These changes will, in turn, drive requirement and scope changes during the life of the project.”
Designing the ships will take 10 years and building them will take 20 years, according to the briefing.
Irving Shipbuilding will be in charge of the $26-billion project that would replace the navy’s frigates and destroyers, the documents stated.
Up to 15 ships will be built and the fleet will form the core of the future Royal Canadian Navy.
Industry representatives met behind closed doors in Ottawa on Tuesday, where Public Works official Tom Ring surprised them by announcing that Irving had been named prime contractor for the Canadian Surface Combatant project.
